Should the law be changed to allow city bankers to urinate on the public?

With bank bailouts ,a 850bn safety net for the banking sector ,publicly funded bonuses at RBS and a recession caused by the banking sector all draining the public purse at the same time as huge public service cuts and higher taxes to pay it all off should we just make the law more clear and concise and allow the community of city bankers to urinate with impunity on the public-particularly the poorest fifth of society who will be worst hit.If we legalise urinating on the poor then the law wot be open to confusion
