Is Obama purposely bloating the government so he can raise taxes? How can he NOT raise taxes now?

He is working hard to create an economic environment, where the largest creator of new jobs will be the government. The goal is to have as many people a possible unemployed, and reliant on the government for support, and to dramatically increase the number of people dependent on the government for their job. The more people dependent on the government, the more support there will be to continue to increase the size, scope and scale of government control in our lives. Obama has NO incentive to improve the US economy.
