If Jesus is God then who did he pray to?...?

There is only one God. God exists as three persons, The Father, The Son, and the Holy Spirit. All three are one God. Each is separate, yet each is divine. As to "Eli, Eli, lama sabachthani", He ws quoting Psalms 22 on the cross.
